Poznań 2008
The organisation of the United Nations Climate Change Conference (COP 14) in Poland in the winter of this year provided the Ministry of the Environment, the main coordinator of Poland’s preparations, with an opportunity to intensify the efforts for climate protection. The initiative Partnership for Climate was established for this purpose.
The aim of the Partnership is to conduct comprehensive, innovative educational and promotional activities related to the issues of climate change. Within its framework, a series of events (conferences, debates, happenings, photographic exhibitions and others) is organised, preceding the climate summit, for the purpose of inducing an interest in climate change. As the most important global event devoted to climate change, COP 14 will crown this series.
So far, organisations and institutions which represent very diversified communities have become the partners, just as climate change affects very different spheres of everyone’s life. Without an exception, they are organisations and entities which have demonstrated their care of the environment with their earlier achievements and which show with their participation in the Partnership for Climate their involvement in the issues of nature protection and their awareness that only joint actions can guarantee success.

The Academy of Fine Arts in Poznań has existed for over 80 years. It started 1919 when the Decorative Arts School was set up in Poland. This school was later transformed into the Arts Institute. In 1946 the State Fine Arts College was created. This was the name that accompanied that educational institution for exactly 50 years. September 1996 brought yet another change, then, the College was awarded the status of the Academy of Fine Arts.
At the moment the Academy of Fine Arts is a complex institution which stands out from other artistic schools in the country. It is also continuously striving to enhance and widen its educational programme.
The Academy of Fine Arts in Poznań is one of seven Schools of Fine Arts in Poland. It is equipped with the full range of media and it is up to date with everything that happens in art at the moment. These are the reasons why a huge group of young people has become interested in the Academy and would like to study there. The students come from all parts of Poland which is the proof that the artistic image of the Academy is easily recognizable. There have been also recruitment records of 8-12 times more candidates than the course capacity.
As part of the Partnership for Climate the Academy of Fine Arts organizes:
an exhibition entitled: "Global Warming".
The exhibition of posters by Poznań Academy of Fine Arts students will accompany the United Nations Conference on Climate Change; the exhibition forms the part of activities co-ordinated by the Ministry for the Environment under the heading "Partnership for the climate". The exhibition will take place between 01.12 - 14.12. 2008 in Poznań at Poznań International Fair hall no. 5. The project is prepared by two poster departments run by professor Grzegorz Marsza³ek and Academy of Fine Arts professor Eugeniusz Skorwider.

In recent years, the Embassy of Sweden participated in a large number of renewable energy projects. The aim of these projects was to disseminate the knowledge on sustainable and environmentally friendly energy generation. In May 2007, together with the Institute for Fuels and Renewable Energy IPiEO and the International Institute for Industrial Environmental Economics IIIEE in Lund, a Polish-Swedish conference on bioenergy was organised under the patronage of the Ministers of Economy of Poland and Sweden. In the course of the conference, it was decided to establish a Swedish-Polish bioenergy platform. The aim of the platform is to transfer environmental knowledge and technology from Sweden to Poland in order to thus contribute to the greater use of renewable energy in Poland. At the end of May 2008, a study visit to Swedish renewable energy installations took place; it was organised together with the Association of Polish Counties. About 40 representatives of Polish counties took part in the visit to Sweden. In Sweden, among other things, they could see the methods applied in Sweden to generate energy from waste and sewage sludge and the use of biomass to produce electricity and heat on a commercial scale.
Within the Partnership for Climate, the Embassy of Sweden organises:
A series of three seminars hosted and organised by the heads of county offices in three regions: Bartoszyce, Pi³a and Ko³obrzeg and Association of Polish Counties. Their main purpose is to make the participants acquainted with specific problems and the solutions needed at local and county levels, to find the Polish contractors to build installations offered by Swedish parties and to lead to possible match making.
Topics:
The partners in this project will include: the Embassy of the Kingdom of Sweden in Poland, the Association of Polish Counties (www.zpp.pl), the Baltic Renewable Energy Center in Warsaw (www.ecbrec.pl), the Sustainable Business Hub in Malmoe (www.sbhub.se), SVEBIO (www.svebio.se) and the County Offices in Bartoszyce, Pi³a and Ko³obrzeg.

The European Commission, as the executive authority of the European Union, submits to the EU Parliament and Council proposals for new legal acts and actions in the areas which fall within the competence of the EU. The Commission supports and monitors the implementation of Community legislation by the Member States of the European Union. The activities carried out to date for climate protection by the European Commission:
The European Commission began its actions to limit greenhouse gas emissions and to halt climate change as early as in the late 1980s. The Commission has the powers to submit proposals for legal acts and actions in particular areas; the actions taken by the EU in the field of the combat against climate change illustrate well the implementation of these powers. After the heads of states and governments of the EU countries decided in March 2007 to transform the EU economy into a “low-carbon” and energy efficient economy, in January 2008, the Commission prepared and presented a package of policies and measures, known as the Climate and Energy Package. It contains legislative proposals which would allow the EU to reach its three basic objectives as agreed by the EU heads of states and governments:
- the limitation of greenhouse gas emissions by at least 20% (or by 30%, if other developed states undertake similar commitments) until 2020;
- the enhancement of the share of renewable energy in the total energy consumption by 20% (from the present 8.5%) until 2020;
- a 20% reduction in the energy consumption due to the greater economic efficiency until 2020.
The Climate and Energy Package is the most ambitious set of measures taken to halt climate change in the world.
The activities planned in the period preceding the United Nations Conference on Climate Change in Poznań:
The European Commission always stresses the significance of individual actions and consumer behaviour for the limitation of climate change – and, in consequence, the importance of the knowledge of this issue among the citizens of the EU Member States. Indeed, since 2007 the issues of climate and energy efficiency have been priorities for the Commission not only from the point of view of legislative actions, but they are also a priority in the field of communication. In the light of this, within the framework of the preparations for the December United Nations Conference on Climate Change which will be held in Poznań, the Commission has undertaken or plans to undertake the following educational and information actions:

- the limitation of greenhouse gas emissions by at least 20% (or by 30%, if other developed states undertake similar commitments) until 2020;
- the enhancement of the share of renewable energy in the total energy consumption by 20% (from the present 8.5%) until 2020;
- a 20% reduction in the energy consumption due to the greater economic efficiency until 2020.
The Climate and Energy Package is the most ambitious set of measures taken to halt climate change in the world.

- An exhibition in the centre of Poznań in December 2008 – two ice blocks melting at a different rate: the first block will melt faster to symbolise the situation where the actions for climate have not been taken, whereas the other block will melt more slowly to illustrate the actions taken by the European Union to combat climate change.
- An exhibition on the grounds of the Conference Centre in Poznań in the course of the United Nations Conference on Climate Change on 1-12 December – boards presenting and promoting EU actions to combat climate change.
- A public campaign using billboards in five cities in Poland in November and December 2008. The aim of the campaign is to bring the Climate and Energy Package closer to the Polish society. Within the framework of the campaign conducted by the Representation of the European Commission in Poland, press publications will also be prepared and happenings will be organised.
- The cooperation with the Polish members of the “Climate Broadcasters Network-Europe” (CBN-E) – Marek Horczyczak, Jaros³aw Kret and Tomasz Zubilewicz. It is with great satisfaction that Gazeta Wyborcza has joined the “Partnership for Climate” action. This initiative fully conforms with the objectives pursued by the newspaper practically ever since its establishment. Gazeta Wyborcza, which has been present on the Polish market since 1989 and which remains Poland’s largest opinion newspaper (circulation of over 400 thousand copies), was one of the first Polish media to inform its recipients of the hazards resulting from climate changes caused by human activity.
We perceive our participation in the “Partnership for Climate” action as a coping stone of our many-year-long efforts to provide the Poles with the most thorough knowledge on the climatic initative of the United Nations, its reasons and achievements to date.
Within the scope of the Partnership Gazeta intends not only to inform its readers of the course of the Climate Summit in Poznañ but also to give its pages over to the representatives of authorities, science, business and non-governmental organisations. We want our readers to understand the importance which the decisions made in Poznañ and Copenhagen will have for the whole world, but also for each and every family. We plan for over 20 texts to appear in Gazeta prior to the summit in Poznañ and during its course.
Our newspaper has already previously become involved in many other pro-ecological campaigns. In recent years Gazeta took part, among others, in the nationwide action of saving the Valley of Rospuda, a unique nature reserve threatened by the planned construction of an expressway. During that campaign Gazeta managed to collect several hundred thousand signatures of our readers under a petition for protecting the Rospuda ecosystem.

The tool is available on the Foundation web page and it can be used free of charge.
The main programmes and projects in the areas of climate protection include:
TIME FOR THE FOREST – an innovative Polish project which invites companies, institutions, organizations and individuals to participate in global environmental protection activities and to counteract climate changes by planting trees. It also includes the estimation of the climate trace and offsetting emissions in form of tree planting. The TIME FOR THE FOREST programme is implemented in the whole country and the honorary sponsor of the programme is the Minister for the Environment.
GREEN EVENTS WITHOUT EMISSIONS – consultancy services in the area of determining the impact of conferences, training sessions and festivals on the environment and the measures to reduce losses and offset emissions.

DEDICATE A TREE – a project under which each person can fund a tree and offer it as a present. Both the founder and the person to whom the tree is dedicated can receive a card with a dedication, a photograph of a planted tree and a map with its location as a keepsake. The Foundation guarantees to the founder that it will plant and take care of the tree. The founder can also plant the tree by himself/herself.
The Aeris Futuro Foundation is a member of two Polish non- governmental coalitions: the Climate Coalition and the Coalition for Sustainable Transportation.
As part of the Partnership for Climate the Aeris Futuro Foundation organizes:
A campaign consisting in planting 7000 trees on the territory of Brzeziny Forest Inspectorate near £ód¼ which will take place on 4th October (in co-operation with DELL). The participants of the action include Foundation representatives as well as the representatives of State Forest Administration, Dell employees and the guests such as local government authorities, DELL partners, media representatives and schools.
It is the second tree planting campaign with active involvement of Dell which this year founded 166 000 seedlings, i.e. as many as the number of computers which the company sells each year in Poland according to IT market statistics.
The campaign which shall take place on 4th October is the first stage of the project organized in co-operation with Dell focused on the environmental protection and counteracting climate changes. The areas near Piotrków Podlaski which suffered from the hurricane will be afforested already in October this year.
The Foundation has estimated that nearly 10 000 tons of carbon dioxide emitted into the atmosphere will be offset thanks to the implementation of the Project , and new forest areas will be more resistant to climate changes and resulting draughts, hurricanes and vermin damage.

The United Nations Development Programme (UNDP), as the largest United Nations agency to support poverty alleviation, creates a network for development within the framework of the United Nations Organisation, promoting changes for better and enabling countries to exchange their experiences, knowledge and resources which would help the inhabitants of the planet in creating a better world. The organisation, which is present in 166 countries, cooperates with their representatives to solve development problems at both national and global levels. It offers its own experience and those of its global partners to create favourable local conditions for human development.
The activities carried out to date for climate protection:
Environmental protection is one of the 4 action priorities of UNDP all over the world. Through its actions and projects, UNDP is involved in the broadly conceived environmental protection. One of the United Nations Millenium Development Goals, the implementation of which is supported by UNDP, is to ensure the protection of the natural environment (MDG7). Within the area of environmental protection, the key task of UNDP is to counteract climate change, e.g. by reducing greenhouse gas emissions, and to mitigate its effects. Together with the World Bank and UNEP, UNDP manages grants from the United Nations Global Environment Facility (GEF). Within the framework of the GEF Small Grants Programme in Poland, from 1994 373 projects of non-governmental organisations were financed with a total amount of 5.6 million USD. In 2007, UNDP published and presented the Human Development Report (HDR) on climate change and its effects for the poorest countries. Due to this publication and the events connected with it, UNDP supported the presence of the issue of climate change in the Polish media and made it possible to create a platform for a dialogue and a debate among UNDP, the Ministry of Foreign Affairs, academic centres and non-governmental organisations. The Report served as a valuable tool for analysis and recommendation for a large number of organisations which work to counteract climate change.
As part of the Partnership for Climate, the United Nations Development Programme:
supports the Polish media in the organisation of discussions and debates with experts on climate change, its causes and effects, particularly for the developing countries, and the possible solutions.

The Aeris Futuro FoundationThe Foundation´s mission is to counteract global climate changes in an effective manner as well as to protect and the enhance biodiversity and landscape diversity, to support local community development and finally to educate and promote responsible business. Partners and friends of the Foundation include small and medium-sized companies, governmental organizations, research and local government institutions, social organizations and different individuals.
The motto which stands behind the name of the Foundation is: „Let´s create the climate for the future”.
The Foundation was the first Polish entity which drew public attention to the role of the trees in climate protection. It developed the first Polish Calculator of CO2 thanks to which it is possible to calculate climate trace, i.e. carbon dioxide emission produced by the use of transportation and energy consumption and also check how many trees are needed in order to offset the emission.

The United Nations Information Centre in Warsaw (UNIC/Warsaw) started its activity in 1995. In Poland, which was one of the founding countries of the United Nations Organisation, there has also been large demand for information concerning the United Nations Organisation. UNIC/Warsaw is an element which links the United Nations Organisation and Polish citizens. Due to this Centre, both the everyday matters of Poles are closer to the representatives of the United Nations and it is easier for Poles to understand what the UN can change in their lives.
The activities carried out to date for climate protection:
The United Nations Information Centre provides constant access to current information materials concerning the goals and activities of the United Nations Organisation, including those regarding climate change. We run a reading room and we have our own website in Polish, which features information on climate change: www.unic.un.org.pl/klimat/. We organise and participate in meetings, conferences and events devoted to climate change.
Within the Partnership for Climate, the United Nations Information Centre in Warsaw organises:

The mission of UN-HABITAT is to promote socially and environmentally sustainable development and to work to achieve an adequate level of shelter for everyone. Our strategy is to educate and inform on the development of urban areas, to take action for the appropriate standards of sustainable urbanisation, to limit social exclusion, to formulate the relevant programme measures and to promote innovative solutions in the range of financing of urban development.
The Warsaw Office of UN-HABITAT was set up in 2006. It operates for the region of the countries of Central, Eastern and Southern Europe. It promotes an exchange of information and experience by organising conferences, issuing publications and developing projects. Our Office concentrates on the cooperation with self-government communities for sustainable development and the improvement of the quality of life in urban areas.
As part of the Partnership for Climate, the Warsaw Office of UN-HABITAT organises:
a conference ”Environmentally sustainable urban development. Urbanization and climate changes” (in co-operation with Polish Architects Association- SARP) which will take place on 10th October 2008.
This event is one of the ventures organized under "Partnership for the Climate", which is a co-operation platform between the Ministry for the Environment and entities/institutions interested in the education related to climate change prevention. The event is sponsored by the Ministry for the Environment and by the Ministry of Infrastructure of the Republic of Poland.
The motto of this year´s celebration refers to the same aspect of human habitat development, i.e. the necessity of implementation sustainable development measures and city planning as a habitat for the largest possible number of inhabitants. International Union of Architects stresses the fact that it is the children who can become the „architects of the better future” thanks to their sense of colour, form and shape which is demonstrated by their drawings, the Union also lists the benefits of educating the children in the area of sustainability of the elements of urban structure.
UN-HABITAT shares the same philosophy when promoting “sustainable development” of our cities. The programme says that only such a city in which the needs and proposals of all, even the poorest inhabitants are taken into account can develop in a sustainable way. Involving the inhabitants in urban management processes, e.g. by anticipation planning is the only way guarantee an adequate development of the city. In the era of climate changes UN-HABITAT, like other UN agendas, supports the development of adequate environmental protection measures to be applied in the cities and the reduction of pollution. Unless these measures are developed as quickly as possible it will be hard to speak about sustainable development of the cities and even of the whole planet.
The invitations to participate in the conference were send to representatives of central offices and municipal authorities in Bielsko- Bia³a, Gdańsk and Warsaw as well as to the representatives of Urban Development Institute from Cracow, representatives of associations and the non-governmental sector, to UN agendas in Poland and to experts and practitioners specializing in the area of sustainable urban development.
The conference will be accompanied by the exhibition of photographs from the collection of UN-HABITAT showing the impact of the cities on natural environment and the presentation of works awarded during the drawing competition “Nature in the city” organized for primary school children.

The conference will be accompanied by the exhibition of photographs from the collection of UN-HABITAT showing the impact of the cities on natural environment and the presentation of works awarded during the drawing competition “Nature in the city” organized for primary school children.

Warszawa City of Warsaw and its units participate in many international and nationwide Polish environmental initiatives and programmes. They also conduct information and educational campaigns addressed to all the residents of Warsaw – children and adults – which are intended to make them aware of the responsibility for the environmental issues in the Capital, e.g. to encourage them to participate in selective collection of recyclables and their possible reuse, and to promote the reduction of car traffic and air pollution. Since 2005 the Capital City of Warsaw has conducted, within the framework of the long-term programme of environmental education “Warsaw the Capital of Cleanness”", a number of actions designed to promote the rational management use of the limited resources of the Earth.
The activities carried out to date for climate protection:
The Capital City of Warsaw cooperates within the framework of the C40 Large Cities Climate Leadership Group and with the Clinton Climate Initiative in order to implement specific programmes, such as the thermal insulation of public buildings, the application of a new LED (diode-based) technology in street signalling systems, energy-saving street lighting, the promotion of rail transport and cycling, the implementation of alternative technologies in public transport and environmentally friendly practices in water and wastewater management or waste management. In March 2008, the Capital City of Warsaw participated in the “Earth Hour” action by switching off the lights on many prestigious sites, including the Palace of Culture and the Warsaw bridges. In August of this year, the Capital Hall signed a letter of intent with the John Nurminen Foundation (Finland) and the Baltic Sea 2020 Foundation (Sweden), aimed at reducing the amounts of phosphorus in wastewater discharged from the Warsaw wastewater treatment plants.
The City Office also conducts works related to the signing of the Agreement of Mayors (on the initiative of the European Commission) and the Declaration on Climate Change (EUROCITIES) aimed at reducing the CO2 emissions in Warsaw by 20% by 2020. At the beginning of July, the Mayor of Warsaw, Mrs. Hanna Gronkiewicz – Waltz, appointed a team with the task of integrating and creating the City policy in the field of climate protection, the limitation of the emissions of fumes and gases and the environmentally sound development of the Capital.
Within the Partnership for Climate, the Capital City of Warsaw organises:
On 16 October 2008, a workshop will be held on the use of biofuels. It will be organised together with ICLEI - Local Governments for Sustainability. In the course of the workshop, the results of the research and implementation activities carried out to date will be presented, a series of lectures will be delivered for those interested in the use of biofuels and the “Guide to Sustainable Acquisition of Biofuels for Transport” will be presented.
On 26-27 October 2008, the Capital City of Warsaw will organise, within the framework of the event of the EU Committee of the Regions called OPEN DAYS 2008, a seminar on the “Participation in the European initiatives to ensure financing for environmentally sound means of transport and the combat against climate change”, devoted to the use of assistance funds to tackle climate change, particularly by replacing the City transport stock by environmentally sound hybrid buses or others driven by alternative fuels as well as modern environmentally friendly tramways.
